Milano Cortina's Short Rental of Certainty

In the summer of 1954, more than a year before the Games, the Italian army set up a command in Cortina d'Ampezzo and sent a company of alpine pioneers up the mountain: four officers, four noncommissioned officers, seventy men, with hand tools and skis, a bulldozer, and drills. They blasted a road to the finish of the giant slalom, over eight hundred metres of it, two tonnes of explosive in one rocky stretch. They cleared thirty kilometres of cross-country track of stones and stumps, cut branches so snow would fall cleanly onto the runs, and after each snowfall packed the courses down to a width of two and a half metres. Where the snow ran thin they hauled more of it in by sledge. The plan called for eight hundred soldiers.

Hold onto that, because it ruins the easy story. The Winter Olympics people remember as a natural festival of a place, snow and a village and a mountain, was in 1956 already a thing made by hand, with explosives and sledges and men assigned to their stretches of hill. Nothing about it was found ready. It was built.

So when the same resort hosts the Games again this month, seventy years on, the change is not from natural to artificial. Both were artificial. The change is worth naming exactly, because the easy name for it is wrong.

This past week the Games were stopped by snow. On the seventeenth a storm settled over Livigno, the freestyle and snowboard cluster, and organisers called off the aerials and scrubbed the women's slopestyle final. More than ten centimetres came down by midday. The snow itself was part of the problem: it slowed the run-up, flattened the jumps, and hid the landings. But the factor that settled the aerials was stranger. A helicopter could not fly in the weather, and without a helicopter there was no way to lift an injured athlete off the hill. A Winter Olympics, halted because it was snowing.

The same Games planned for more than three million cubic yards of manufactured snow and had made roughly two million by the eve of competition. In the anxious run-up, with parts of the Bormio course still bare, the head of the international ski federation warned that warm days had confined snowmaking to the night hours, and that the theoretical capacity simply could not be met. So the picture is this: a winter festival that manufactures its snow by the million cubic yard and is then shut down by the real thing falling out of the sky.

The obvious explanation is climate, and climate is real. February in Cortina has warmed by 3.6 degrees Celsius since 1956, and the town now has forty-one fewer freezing days a year than it did in the decade after the last Games. But warming alone does not explain the machine. Nineteen fifty-six needed the army and the sledges too. And the mountains around Cortina are, by the studies the Olympic movement itself commissioned, still cold enough to hold a Winter Games well past the middle of this century; of ninety-three possible host sites, eighty-seven qualify today, and the Italian Alps are among the ones expected to last. The host region is not the unreliable one. Something else is being solved for.

The second explanation is money. There is plenty to point at: an operating budget near 1.7 billion euros that does not even count the sliding track or the arenas or the roads, and a full bill estimated close to six billion. But cost overruns follow every mega-event, summer or winter, and they explain nothing specific to this one. The organisers, by the measures that matter to an accountant, spent carefully.

The third explanation is fakery, the charge that the whole thing is a warm-weather theme park pretending to be a mountain. That one is the weakest. The manufactured snow is not scenery. It is the racing surface, and the man who oversees several of the courses argues, correctly, that machine snow is often harder, safer, and more even than the natural kind, injected with water so it freezes into a stable base, the same from the first racer to the fiftieth. He is not lying. He also says that for his own skiing he prefers powder, because he was born on the mountain and loves snow.

Rule those out, and one explanation is left standing.

The modern Winter Olympics is a short rental of certainty. It no longer trusts any single mountain, or any single winter, to deliver on time, so it buys the guarantee instead, and it pays in money, water, distance, and spare parts. It makes its snow from enough water, by one estimate, to fill some three hundred and eighty Olympic swimming pools. It builds a refrigerated concrete sliding track for a hundred and eighteen million euros, and lined up a second, finished sliding track in Lake Placid, on another continent, ready to take the events if Cortina came up short.

The spread is the same bet at larger scale. Twenty-five venues across four clusters and more than eight thousand square miles, roughly the size of New Jersey. Milan and Cortina, the two poles of the thing, sit four hundred kilometres and a full day's drive apart, and Cortina has no railway at all. At the opening in Milan the sky was clear and the temperature sat a little below fifty degrees, not a cloud in it, let alone snow, and the flame was lit in two cauldrons four hundred kilometres from each other.

The host city, the phrase that used to mean a place, has become a logistics term.

What the Games rent for two weeks is not a town. It is the certainty that the show will go on.

Nothing shows the price of that certainty like the sliding track, and nothing shows what the certainty is for like the name carved on it. The track is named for a local bobsledder. In 1964, at Innsbruck, his chief rivals, a British pair, stripped a bolt on their sled and could not run. He took a bolt off his own sled and sent it up to them. They won the gold. He took the bronze, and afterward said the line that outlived him: they had not won because of the bolt, they won because they were the fastest. That is the story the sport keeps telling about itself. A part handed to a rival, for nothing, and the plain truth told afterward.

To tell that story again this year took a hundred and eighteen million euros, a track of sixteen curves cut down a mountainside through the remains of an old forest, hundreds of larches felled where it butts against the town, and a construction schedule so tight that the Olympic committee kept voicing concern about the track, the sliding federations still asked for minor changes after the first test runs, and the local skeleton racer who took the first run said it had been rebuilt in three hundred days. When it finally opened for competition in November, it ran its first races in front of empty stands, because the track was finished but the ground around it was still a building site. The story of the bolt is about giving something away and trusting the mountain and the clock to settle the rest. The stage it now requires is the most expensive kind of insurance, with a duplicate kept across the ocean.

Now the strongest case against everything I have just said.

Milano Cortina reuses far more than it builds. Eighty-five percent of its competition venues already existed, one of the highest reuse rates in Winter Games history. These are not blank-slate follies. Bormio's downhill piste has hosted world championships since the 1980s; the biathlon range at Anterselva has run since 1971; the ski jump at Predazzo is a regular stop on the World Cup. They had lives in the sport before the Games and will have them after. The athletes sleep in existing hotels and in a temporary village of recyclable units, and the Milan village becomes student and affordable housing when the caravan leaves. The snowmaking is kept to the minimum needed for safe racing, automated, sensor-guided, and GPS-aided to cut waste, using only water, air, and energy, no chemicals. Independent analysts put the whole thing at less than Turin twenty years ago and near three-tenths of one percent of a year's national output. And the pool of places cold enough to host is shrinking: fifty-two of those ninety-three sites by the 2050s, fewer after. If the reliable hosts are running out, reusing the proven ones may be the least wasteful thing left to do.

On this reading, Milano Cortina is not a debt trap dressed as a gift. It is the Games cut, at last, to fit the world as it is. More than a hundred thousand Italians applied for fewer than twenty thousand volunteer places. An Italian skier, asked what a home Games meant, called it a special emotion, something really beautiful, especially for an Italian. The thing is loved, and the people who built it are not fools or villains. If the standard is "better than bulldozing a fresh Olympic city into a place that never asked for one," this is plainly, measurably better.

The case against me is right about the standard it picks. Look hard at the standard. Reuse answers one question: is this better than building new? It does not answer the second one. In the middle of Cortina, before the Games, stood a life-size sculpture of an elegant woman with a designer handbag and a pair of skis, and she looked as though she had been carved from ice, until you touched her and found plastic. Above the town the lifts ran over bare rock and brown grass, with white ribbons of made snow laid down the middle of it. A seventy-year-old who runs a mountain-conservation group looked at the cranes, more than twenty of them, and said the town they call Queen of the Dolomites should be renamed the Queen of Cement. The head of the opposition on the local council, sitting in a wood-walled café, said that in 1956 the athletes and the crowds came mostly by train, on tracks that no longer exist, and needed no new car parks or tarmac-covered fields, and that if this went on, "we will really lose our identity."

I watch it, like almost everyone, on a screen. And on the screen it is winter. The strip of white looks like snow because it is snow, and the brown grass on either side of it never makes the frame. The whole apparatus, the reservoirs and the night shifts and the one operator who can run every gun on the mountain from a desk, exists to produce that picture, and it works. The nostalgia I opened with is my own, and it was always half false, because the 1956 mountain was soldiers and dynamite too. That is the honest version, and it is not comforting. We are not losing a natural thing. We are paying more each time to keep the picture of one, and now keeping a second mountain across an ocean in case the picture fails.

On the day the chainsaws came for the forest below the town, a cellist carried a stool out to the tree line and played while, ten or fifteen metres behind him, the larches came down, trees old enough to have stood through two world wars, cleared to make the run for the track that carries the name of the man who gave his bolt away. A dramatic and extraordinary contrast, said the conservationist who watched it, and left it there.

The one thing on that mountain nobody bought, insured, or kept a copy of in reserve was the weather. This week it arrived on its own schedule, buried the jumps, grounded the helicopter, and did the one thing no reservoir or refrigerant or backup track could be built to stop. Then it passed, and the guns came back on.
